(I)Implementing the national, provincial and municipal regulations in administration, principles, policies, decisions, laws and regulations on administrative approval system reform, formulates and organizes the implementation of the regulations, rules and administrative measures for the Municipal Bureau of AdministrativeApprovalService.
(II)Studies and explores the administrative approval system reform, approval standardization and government service environment optimization, studies and puts forward problem-resolving opinions and suggestions to provide references for the scientific decision-making of the CPC Municipal Committee and MunicipalGovernment.
(III)Undertakesthecity’s standardization, normalization and IT application of administrative approval and government service system, establishes, improves and standardizes the administrative service system and working mechanism, organizes the implementation, supervises and inspectsthesame.
(IV)Undertakes process reengineering, process optimization and time limit reduction of administrative approval matters and government service matters, tracks and supervises the handling; coordinates the resolving of relevant problems in the handling of matters in the Office Hall of the AdministrativeServiceCenter.
(V)Handles and coordinates the administrative approval on investment projects, business registration, construction projects, transportation, agriculture, forestry and water and social affairs, and the collection of administrative charges, and shoulders relevant legal responsibilities fortheapproval.
(VI)Undertakes the management, supervision and assessment of administrative approval in the counters of collective classified matters; undertakes the guidance, supervision and assessment of government service of department office hall under the integration system and specialized department officehall.
(VII)Undertakes the work of the municipal public resource trading platform; formulates the entry service and platform management regulations; provides trading service and standardizes trading management intheplatform.
(VIII) Undertakesthecity’s business guidance, organization, coordination, supervision and assessmentofgovernment’s service hotline; manages theMunicipalGovernment’s service hotline center, coordinates the resolving of problems in relationtogovernment’s service hotline, promotes the standard and effective operation of thehotlineplatform.
(IX) Guides, coordinates and supervises the administrative (public convenience) service, public resource trading and development environment optimization work in the counties, county-level cities and districts (three districts); guides, coordinates and supervises the administrative (public convenience) service,and development environment optimization work in the townships(sub-districts).
(X) Manages the County (County-level City) Sub-centers of Municipal Public ResourceTradingCenter.
(XI) Handles other matters assigned by the CPC Municipal Committee andMunicipalGovernment.
