Main Responsibilities of the Development and Reform Commission
(I)Draws up and organizes the implementation of national economy and social development strategy, medium-term and long-term plans and annual plans of the city; makes overall plans and coordinates the economic and social development, studies and analyzes domestic and international economic situation, gives advice on how to comprehensively utilize the various economic means and policies, and submits the Citywide National Economy and Social Development Plan Report to theMunicipalPeople’s Congress as entrusted by the Municipal Government; responsible for the connection and balancing of municipal specialized plans and citywide national economy and social developmentplans.
(II)Monitors the citywide macro-economic and social development momentum, studies important issues like citywide macro-economic operation, gross balance, economic safety and overall industrial safety and gives advice on macro-control policies, coordinates the resolving of major issues in economic operation, regulates economic operation, and organizes the emergency dispatching ofessentialsupplies.
(III)Summarizes and analyzes the fiscal and financial conditions of the city, participates in the formulation of fiscal policies and land policies of the city and conducts a comprehensive analysis on the execution of the fiscal, financial and land policies; organizing the declaration of corporate bonds, investment funds and other negotiable securities; coordinates with the development reform of local non-banking financial institutions; responsible for the coordination and management of public resource transactions of the city, and leading the integration and establishment of a municipal standard public resourcetradingplatform.
(IV)Plans major construction projects and productivity distribution, responsible for integrated management of citywide investments, draws up the control targets, policies and measures of total fixed asset investment of the whole society and investment structure, works with relevant departments to formulate the catalogue of investment projects for the approval of the Municipal Government and the catalogue of investment projects approved by the Municipal Government, defines the investment approval, verification and review scope, standard and procedure. Arranges for specialized planning of the central, provincial and municipal fiscal investment projects and major construction projects as needed by connection and balancing. Makes overall arrangements of the municipal fiscal construction funds, approves, verifies and reviews according to prescribed authority the construction projects, foreign-funded projects and overseas resource development investment projects, inter-county, inter-city and inter-district, multi-industry and multi-field projects, and projects involving integrated balance and major layout. Reviews the preliminary design of government-invested projects (water conservancy projects excluded), checks the project budget estimate, and controls the investment size. Guides the development of the engineering consulting industry ofthecity.
(V) Plans and advances the urban-rural regional coordinated development, and boosts the implementation of overall strategy for regional development; organizes the formulation ofthecity’s regional coordinated development, planning and major policies, studies and puts forwardthecity’s urbanization development strategy and major policies, arranges for work instead of direct grant funds, organizes the implementation of work instead of direct grant projects, and handles the planning and coordination ofthecity’s regional economiccooperation.
(VI) Organizes the formulation ofthecity’s integrated industrial policies, plans and advances the development of strategic emerging industries of the city, coordinates the major development issues of primary, secondary and tertiary industries, connects and balances related development plans and major policies withthecity’s national economic and social development plans; coordinates the major issues concerningthecity’s agricultural and rural economic and social development, connects the specialized agricultural, forestal, hydraulic engineering and meteorological plans and policies; works with relevant departments to formulate the development strategy and major policies forthecity’s service industry, draw up the development strategy and plans for modern logistics industry, organizes the formulation of development strategy, plans and major policies for high-tech industry and industrial technology progress, coordinates the resolving of major issues in the promotion and application of major technological equipment, advances the strategic adjustment ofeconomicstructure.
(VII) Advancesthecity’s sustainable development strategy, and pushes forward ecological development and reform; leads the formulation and organizes the implementation of work plan on total energy consumption control; organizes the formulation and implementation of plans, policies and measures for development of the circular economy and the conservation and comprehensive utilization of energy and resources throughout society; puts forward policies and measures to establish and improvethecity’s ecological compensation mechanism, participates in the formulation of ecological development and environmental protection plans, coordinates the major issues in ecological development, conservation and comprehensive utilization of energy resources; takes charge of the responsibilities of the Green Development Specialized Committee of Ecological and Environmental Protection Commission, organizes the launch of ecological conservation efforts in the Yangtze RiverEconomicZone.
(VIII) Undertakes the comprehensive coordination of transportation, draws upthecity’s special plan for comprehensive transportation system, connects the transportation industry plan, plans the transportation development planning with national economy and social development planning, coordinates the major issues in transportation development, reviews and approves transportation construction projects withgivenauthority.
(IX) Connects withthecity’s social development and national economic development policies, organizes the formulation ofthecity’s social development strategy, overall plan and annual plan; participates in the formulation of technology, education and sports, cultural tourism, hygiene and health, civil affairs and tourism development policies, advances the construction of social undertakings, studies and puts forwards police suggestions which can facilitate employment, adjust income distribution, and improve social security and coordinated economic development, and coordinates the major issues and policies in the development and reform ofsocialundertakings.
(X) Responsible forthecity’s unified size control, structural optimization and monitoring of foreign debt; guides and supervisesthecity’s utilization of foreign loans for construction funds, studies and puts forwards strategy, plan, gross balance and structural optimization targets and policies of foreign fund and overseas investment utilization inthecity.
(XI) Undertakes the responsibilities ofthecity’s gross balance and macro-control of key commodities; draws upthecity’s strategic material reserve planning, organizes the storage, utilization, rotation and management ofstrategicmaterials.
(XII) Guides, advances and comprehensively coordinates the reform of economic system, studiesthecity’s economic system reform and major issues of opening-up; organizes the formulation of comprehensive economic system reform plan; coordinates the specialized economic system reform plans, works with relevant departments in the connection of important specialized economic system reforms, guides the work in the economic system pilot reform and reform test points; coordinates and advances the basic public service system development and income distribution system reform, and works with relevant departments to jointly advance the development of socialcreditsystem.
(XIII) Draws upthecity’s normative documents in relation to national economy and social development, economic system reform and opening-up; guides and coordinatesthecity’s tendering andbiddingwork.
(XIV) Studies and puts forward suggestions on energy development strategy, and coordinates major issues in energy development and reform; reviews and approves energy construction projects with given authority; manages such energy industries as long distance gas transmission, new energy and renewable energy, and organizes the implementation of energy related industry standards; implements the national safety production related laws and regulations, responsible for safety control ofthecity’s long distance oil and gas pipeline industry, guides and supervises the pipeline enterprises in the implementation of safetyproductionentities.
(XV) Advances the implementation of military-civilian integration development strategy; studies and draws up strategies and plans to advance the coordinated developmentofcity’s economic construction and national defense construction; organizes the preparation ofthecity’s national economy mobilization plans, coordinates the relationships between national economy mobilization, and national economy and national defense construction, studies relevant major issues, and organizes the implementation of national economymobilizationwork.
(XVI) Implements the national price principles, policies, laws and regulations; supervises the national price laws, regulations and policies; formulatesthecity’s general price level controlplan.
(XVII) Formulates and organizes the implementation of price reform, price and fee standard plans, improves price reform supporting mechanism, guarantees the living standard of low-income groups; organizes the convening of hearings to formulate or adjust price and fee standard; formulates and adjusts the commodity and service price within the scope of administrative authority; publishes the administrative and institutional fee item and standard, commodity andserviceprice.
(XVIII) Conducts cost investigation, price and cost supervision and examination research; carries out market price monitoring, forecasting and comprehensive analysis, stays current with the price level and development of important goods or services in the city, domestic and international market, and provides basis for superior decision-making; organizes price verification, certification and judgment, and conducts feasibility demonstration of the price and fee standard formulation or adjustment of important commodities and services concerning national economy andthepeople’s livelihood; coordinates relevant departments and price relations between the city and other provinces and cities; organizes price and fee management personnel training; provides price and feeconsultingservice.
(XIX) Implements the national laws, regulations and related policies in relation to management of grain circulation and material reserves, studies, puts forward and organizes the implementation ofthecity’s grain circulation and material reserves systemreformplan.
(XX) Implements the planning and aggregate planning of municipal material reserves like grain reserves; studies and puts forward thecity’s planning and category directory of life relief supplies and other material reserves, organizes the storage, rotation and day-to-day management of life relief supplies and othermaterialreserves.
(XXI) Managesthecity’s grain reserves, responsible for administrative management of municipal grain reserves; undertakes macro-control ofthecity’s grain circulation, monitors, forecasts and gives warning on the supply and demand changes of grain and reserve materials; undertakes day-to-day grainsafetyassessment.
(XXII) Formulates and organizes the implementation ofthecity’s technical standards and specifications on warehousing management of grain and material reserves; supervises the management of safe production ofthecity’s grain circulation industry; supervises the management of safe production ofthecity’s material reservestorageunits.
(XXIII) Responsible for unified reserve infrastructure construction and management as perthecity’s grain and material reserve master planning; draws up and organizes the implementation ofthecity’s grain circulation facilities and material reserve infrastructure construction plan, and manages the municipal investment projects concerning grain circulation facilities and material reserveinfrastructure.
(XXIV) Supervises and inspects the government reserves and enterprise reserves management and the implementation of reserve policies; supervises and inspects grain circulation, supervises and manages grain quality and safety and unprocessed grain hygiene in grain purchase, storage and transportation, organizes and implementsthecity’s graininventoryinspection.
(XXV) Managesthecity’s grain circulation industry, draws up industry development plans and policies, formulates local standards of grain circulation, material reserves and local grain quality standards, and relevant technical specifications, and supervises the execution of the same; responsible for foreign cooperation and exchange of grain andmaterialreserves.
(XXVI) Preparesthecity’s annual construction plans of key projects, supervises and inspects the execution of plans; schedules and advances the construction of key projects, and coordinates in the resolving of issues in construction; reporting the construction plans of provincial key projects; schedules, coordinates, supervises and advances the preliminary work ofkeyprojects.
(XXVII) Responsible for plan formulation, guidance and supervision of agricultural foreign-fundedprojects.
(XXVIII) Handles energy conservation assessment and certification of fixed asset investment projects, and puts forward review opinions; promotes energy-efficient products and new mechanism; conducts energy efficiency label management and domestic and international exchange and cooperation inenergyconservation.
(XXIX) Studies and puts forwardthecity’s aviation industry (civil aviation and general aviation industry) development plan; protects and managesthecity’s airport obstacle-free zones and civil aviation electromagneticenvironment.
(XXX) Studiesthecity’s national railway, inter-city rail and local railway (branch) line development strategy, program and annual plan; coordinates and manages the construction of local railway projects, supervises and manages theircapitaloperation.
(XXXI) Organizes and guides the implementation and management ofthecity’s military grain supply, formulatesthecity’s military grain supply network planning, managesthecity’s military grain purchase cards and equipment, supervises and inspectsthecity’s military grainquality.
(XXXII) Fulfills the responsibilities of member units of the CPC Municipal Committee Talent Work Leading Group, and carries out the affairs assigned by the CPC Municipal Committee Talent Work LeadingGroupOffice.
(XXXIII) Accomplishes other tasks assigned by the CPC Municipal Committee andMunicipalGovernment.
