Yichun Municipal Civil Air Defence Office (referred toas“Civil AirDefenceOffice”hereunder) is a county-level department under theMunicipalGovernment.

　　MainResponsibilities:

　　I.Implements The Civil Air Defense Law ofthePeople’s Republic of China and other laws and regulations on civil air defense; draws up the local draft regulations and implementation methods for civil air defense construction; formulates and organizes the implementation of local civil air defense constructionprogram.

　　II.Implements the requirements for the development of comprehensive urban defense capacity, prepares and implements the specialized plans for civil air defense construction; organizes the preparation of the urban underground space utilization plan and general plan for protection and construction of important economic targets; participates in the review of implementing civil air defense requirements in the overall urban plan, supervises and inspects the defense preparation for important urban locations, the defense functions of urban infrastructure, and the defense implementation of importanteconomictargets.

　　III.Organizes the implementation of civil air defense command work, guides the formulation of air raid defense plan, undertakes the development ofthecity’s population evacuation system, organizes and commands theoretical research, command means development, training and drills, guides the air raid defense drill, organizes the defense of important economic targets, organizes and guides the construction and training of public airdefenseorganizations.

　　IV.Organizes and managesthecity’s civil air defense project construction, carries out the national defense standards and quality standards for civil air defense projects, takes charge of implementation plan, technology and quality management of civil air defense projects; takes charge of the construction and management of underground defense buildings, participates in the joint review of civil building plan and project approval application of civil air defense basements to the built in the city; conducts design review and quality supervision in the defense of civil air defense basements according to relevant national regulations; maintains, manages, develops and utilizes the public civil air defense projects; supervises and inspects the maintenance, management, development and utilization of civil buildings built with civil airdefensebasements.

　　V.Undertakes the survey and designation of civil air defense command posts, and construction and management of municipal civil air defense command post; guides and supervises the construction of civil air defense command posts by the counties (county-level citiesanddistricts).

　　VI.Organizes the establishment of civil air defense informatization system, undertakes the construction and management of municipal civil air defense information platform, guidesthecity’s construction of civil air defense communication and warning, and information network, coordinates the use of telecommunication and military communication network and other specialized communication networks to support civil air defense communication and warning work, works with the radio management authority to implement the management of special radio frequency for civilairdefense.

　　VII.Organizes the combination of civil air defense in peacetime and wartime and the integration of civil air defense and disaster prevention, organizes the implementation of command, engineering, communication and warning and evacuation system, and the peacetime development and utilization of public air defense organizations and other air defense war preparedness resources, guidesthecity’s use of air defense warning to release disaster warning, participates in the government emergency management, urban disaster prevention and relief, and emergencyrescuework.

　　VIII.Organizes the civil air defense news release, publicity and education; organizes knowledge education and skill training in civil air defense anddisasterprevention.

　　IX.Manages the nationally, provincially and municipally allocated civil air defense funds and state-owned assets according to relevant regulations, conducts the collection and management of transfer construction fee for civil buildings built with civil air defense basements, and supervises the management of state-owned war preparedness assets in the civil air defensesystem.

　　X.Organizesthecity’s paramilitary construction of civil air defense organs, assists in the management of appointment and dismissal of leading group members of county (county-level city and district) civil air defense organs, undertakesthecity’s war preparedness duty and emergency duty work in the civil air defensesystem.

　　XI.Organizes the civil air defense preparation and civil air defense converting to wartime system according to relevant orders and instructions under the unified leadership of the Municipal Civil Air Defence Office, releases air raid defense warnings, commands civil air defense evacuation, defend against important economic targets, and implements the urban civil air defense control; organizes the elimination of air raid consequences; assists the relevant departments to restore the production and life order, provides logistical support for municipal civil air defense commandposts.

　　XII. Handles other matters assigned by the CPC Municipal Committee, Municipal Government, Yichun Military Sub-area, Provincial Civil Air Defense Office and Municipal National DefenseMobilizationCommission.

　　XIII. Functional change. Further advances the decision arrangement convenient approval service in accordance with the reform on government functional change and deepening administration streamlining, power delegation and regulation strengthening and service improvement of the CPC Central Committee, State Council, CPC Provincial Committee and Provincial Government, implements the requirements for reform deepening of the CPC Municipal Committee and Municipal Government, organizes the advancement of government functional change of civil air defense system, deepens administration streamlining, power delegation, innovates supervision methods, and optimizesgovernmentservices.

　　Under the Municipal Civil Air Defence Office are the General Section (Legal System and Publicity Section), Engineering Section, and Command andCommunicationSection.

　　There are two subordinated public institutions under the Municipal Civil Air Defence Office, namely, the Municipal Civil Air Defense Command Information Support Center and Municipal Civil Air Defense Engineering QualitySupervisionStation.
