(I)Implements the superior principles, policies, laws, regulations and rules on the mechanization of crop farming, animal husbandry, fishery and agriculture industries, and rural economic development; performs agricultural administrative approval and administrative licensing according to law, advances agricultural administration according to law; studies and puts forwards agricultural and rural economic development strategy, medium- and long-term development program, and organizes the implementation of the same upon approval.

　　(II)Organizes the implementation of policies and measures promoting the production and development of grain and other leading agricultural products, guides the production of grain and other leading agricultural products, studies and draws up agricultural industry policies, guides the rational structural adjustment of agricultural industry, rational allocation of agricultural resources, and quality improvement of agricultural products; puts forwards suggestions on the price of agricultural products and agricultural means of production, circulation of bulk agricultural products, rural credit, taxation and agricultural financial subsidy; works with relevant departments to prepare agricultural project program, raises opinions on the arrangement of projects in support of agricultural development, organizes, guides and supervises projectimplementation.

　　(III)Puts forward policy suggestions on deepening the reform of rural economic system and stabilizing and improving the basic rural management system, guides the dispute arbitration management of rural land contracting and arable land use right transfer and contracting; guides the asset and financial management of rural collective economic organizations, supervises the reduction offarmers’burden and management villager fund and labor raising; guides and supports the construction and development of socialized service system for agriculture, rural cooperative economic organizations, specializedfarmers’cooperatives and associations of agricultural products industry; participates in comprehensive rural reform and development of socialprograms.

　　(IV)Formulates and organizes the implementation of policies and programs promoting the industrialized operation of agriculture, processing of agricultural products, and establishment and development of bulk agricultural product market system; guides the structural adjustment, technical innovation and service system development of agricultural product processing industry; organizes the monitoring and evaluation of leading enterprises in agricultural industrialization; works with relevant departments to guide agricultural standardization and scale production, and promote the integrated pre-production, production and post-production agricultural development; cultivates, protects and develops agricultural product brands; organizes and coordinates the relevant work of Vegetable BasketProject.

　　(V)Organizes agricultural resource zoning and agricultural ecosystem development planning, guides the protection and management of agricultural land, fishery waters, grasslands in mountain areas, shoals and wetlands suitable for agriculture and agricultural biological species resources; protects the eco-environment of fishery waters and aquatic wildlife; formulates and guides the implementation of policies for quality protection and improvement of arable land and basic cropland, and manages the quality of arable land according to law; guides the comprehensive development and utilization of rural renewable energy sources, guides the work relating to agricultural environment protection, agricultural and rural energy conservation and emission reduction, and regulation of pollution from non-point agricultural sources; designates the areas where production of agricultural products is prohibited; guides the development of agricultural biomass industry, eco-agriculture and circularagriculture.

　　(VI)Formulates and organizes the implementation of information system establishment and development program for agriculture and rural economy, manages agricultural and rural economic information, monitors and analyzes agricultural and rural economic operation, and undertakes agriculture related statistical work; releases agricultural and rural economic information, and guides agricultural informationservice.

　　(VII)Undertakes the supervision and management of quality safety of agricultural products; implements certification, supervision and management of agricultural products compliant with safety standards according to law; organizes the formulation of local standards for quality safety of agricultural products, works with relevant departments to organize and guide the implementation of the same; guides the establishment of agricultural inspection and testing system and assessment on institutions; organizes the quality safety monitoring of agricultural products; organizes investigation and handling of safety incidents of agricultural products, and emergencyresponse.

　　(VIII)Formulates the programs, plans and relevant policies for agricultural scientific research and agricultural technological promotion, organizes agricultural scientific research, technology introduction, achievement commercialization and technology promotion, guides the reform and development of agricultural technology promotion system; protects new varieties of agricultural plants, supervises and manages biosafety of genetic modification in agriculture; works with relevant departments to formulate and organize the implementation of agricultural and rural talent team building program, undertakes transfer employment training for rural laborers, participates in the implementation of rural practical talent training projects; guides agricultural education and agricultural vocational skill development; works with relevant departments to implement professional technical qualification and practice qualification management on agricultural and rural talents according tolaw.

　　(IX)Conducts law enforcement supervision and management on crop seeds (seedlings), grass seeds, breeding livestock and poultry, pesticides, veterinary and fishery drugs, feeds, feed additives, veterinary medical instruments, fertilizers and other agricultural inputs; works with relevant departments to supervise the implementation of national standards on agricultural means of production; conducts supervision and management on fishing boats, fishing ports, fishing machines, nets and tools according to law.

　　(X)Controls major diseases and insect pests of crops, organizes the implementation of laws, regulations and relevant policies on animal and agricultural plant epidemic prevention and quarantine; guides the establishment of animal and agricultural plant epidemic prevention and quarantine system, organizes and supervises animal and agricultural plant epidemic prevention and quarantine work, promptly reports and releases epidemic information, and organizes epidemic elimination; organizes survey on phytosanitary pests in agriculture; undertakes veterinary medical administration and veterinary drug administration andtesting.

　　(XI)Shoulders the responsibility of agricultural disaster prevention and mitigation; monitors, reports and releases agricultural disaster information, organizes the reserve and appropriation of disaster relief supplies like seeds, fertilizers, pesticides, veterinary and fishery drugs, vaccines and agricultural diesel oil; puts forward suggestions on production and disaster relief fund arrangement; guides emergency disaster relief and post-disaster production restoration.

　　(XII)Organizes agriculture-related affairs, international and domestic economic and technological exchanges and cooperation; organizes the development of domestic and international agricultural productmarkets.

　　(XIII)Manages the agricultural mechanization industry; takes charge of safety supervision and testing evaluation of agricultural machines, guides the use and maintenance management of agricultural, animal husbandry and fishery machinery, and production management of fisherymachinery.

　　(XIV)Guides the work of subordinated public institutions; manages the personnel, labor wages and organization establishment of subordinated units as authorized; guides relevant social groups serving for agricultural economydevelopment.

　　(XV) Handles other matters assigned by the CPC Municipal Committee and MunicipalGovernment.
