(I)Implements the national and provincial laws, regulations, policies, programs and standards in medical security system, organizes the drafting of thecity’s normative documents of medical security system in relation to medical insurance, maternity insurance and medical assistance, formulates and organizes the implementation of relevant policies, programs andstandards.

　　(II)Organizes the formulation and implementation of measures for supervision and administration of medical security fund, establishes and improves the safety monitoring and control mechanism of medical security fund, and advances the payment method reform of medical securityfund.

　　(III)Organizes the formulation of medical insurance participation, fundraising and benefit policies, improves the dynamic adjustment and regional adjustment and balance mechanism, plans the urban and rural medical insurance benefit standard, establishes and improves the benefit adjustment mechanism corresponding to the fundraising level; organizes the formulation and implementation of long term care insurance system.

　　(IV)Implements the provincial uniform medical insurance directory and payment standard in relation to drugs, medical consumables, medical services and medical servicefacilities.

　　(V)Organizes the formulation of drug and medical consumable prices and policies for medical services and medical service facilities, establishes the rational pricing and dynamic adjustment mechanism for medical services in medical insurance payment, advances the establishment of the market-oriented price formation mechanism for social medical services, and establishes the price information monitoring and information releasesystem.

　　(VI)Formulates and organizes the supervision and implementation of thecity’s tendering and procurement policies for drugs and medical consumables according to the national and provincial regulations, and constructs the centralized tendering and procurement platforms drugs and medical consumables as per the unified superior requirements.

　　(VII)Formulates and organizes the implementation of agreements of designated medical institutions and measures for payment management, establishes and improves the medical insurance credit evaluation system and information disclosure system, supervises and manages medical services and medical fees covered by medical insurance, and investigates and handles violations of laws and regulations in medical insurance according tolaw.

　　(VIII)Undertakes medical security management, public service system and information technology development; organizes the formulation and improvement of non-local medical treatment management and fee settlement policies; establishes and improves the transfer and continuation system of medical security relationships; conducts medical security cooperation and exchange.

　　(IX)Accomplishes other tasks assigned by the CPC Municipal Committee and MunicipalGovernment.

　　(X)Functional change. The Municipal Bureau of Medical Security should improve thecity’s uniform basic medical insurance system and critical illness insurance system, establish and improve the multi-level medical security system covering all people and featuring urban-rural overall planning.It’s also expected to continuously enhance the medical security level, ensure the rational utilization, safety and controllability of medical funds, advance the reform of medical care, medical insurance and medical services, and better satisfypeople’s medical needs and reduce the burden of medical expenses.

　　(XI)Division of relevant responsibilities with the Municipal Health Commission. The Municipal Health Commission, the Municipal Bureau of Medical Security and other departments shall strengthen coordination between systems and policies in medical care, medical insurance and medical services, establish the communication and consultation mechanism, coordinate the reform advancement, and enhance the utilization efficiency of medical resources and level of medicalsecurity.
