(I)Undertakes comprehensive market supervision and management; implements the national and provincial principles, policies, laws and regulations in market regulation, drafts local regulations and draft regulations of the Municipal Government in market regulation, organizes the implementation of strategies of Invigorating the City with Quality, food and drug safety and standardization, formulates and organizes the implementation of relevant programs, standardizes and maintains the market order, and creates a market environment featuring integrity, trustworthiness and faircompetition.
(II)Establishes the information announcement and credit systems for market players; establishes the information announcement and sharing system for market players, announces and shares relevant information according to law; strengthens credit supervision, and advances the establishment of the credit system for marketplayers.
(III)Guides and supervises thecity’s general law enforcement in market regulation; guides thecity’s integration and building of general law enforcement teams in market regulation, advances the implementation of uniform market regulation; investigates, handles and guides the acts and cases in violation of market supervision and management laws, regulations and rules, organizes the investigation, handling and supervision of major criminal cases, standardizes the law enforcement in marketregulation.
(IV)Undertakes the uniform antitrust enforcement; advances the implementation of competition policies, effectively carries out and implements the fair competition review system; undertakes the antitrust work according to the national and provincial regulations; guides the response to antitrust suits of enterprises filed abroad.
(V)Conducts supervision and management on the market order; supervises and manages the market transaction, online commodity transaction and related service behaviors according to law; guides, investigates and handles price and fee violations, unfair competition, illegal direct selling, pyramid selling, infringement on trademark patent intellectual property rights and manufacturing and selling of counterfeit and shoddy goods; guides the development of advertising industry, supervises and manages advertising activities; guides, investigates and handles unlicensed production and operation; guides the protection ofconsumers’rights of the Municipal Committee of Consumer Rights and InterestsProtection.
(VI)Takes charge of macro-quality management; formulates and organizes the implementation of quality development systems and measures; plans the construction and application of quality infrastructure, works with relevant departments to organize the implementation of equipment quality supervision system for key projects, organizes the investigation of key quality incidents, implements the defective product recall system, and supervises and manages the product anti-counterfeitingwork.
(VII)Supervises and manages product quality and safety; takes charge of thecity’s product quality safety risk monitoring, supervision and spot check; organizes the implementation of quality grading system and quality safety traceability system; organizes the implementation of production permit management for industrial products, and undertakes fiber quality supervisionwork.
(VIII)Supervises and manages safety of special equipment; comprehensively manages thecity’s safety monitoring and supervision of special equipment; supervises and inspects the implementation of energy conservation standard for high energy-consuming special equipment and environmental protection standard for boiler products.
(IX)Undertakes the comprehensive coordination of food safety supervision and management; establishes the food safety emergency system, organizes and guides the emergency response, investigation and handling of major food safety incidents; implements the direct reporting system for important information of food safety; undertakes the day-to-day work of the Food Safety Commission under the MunicipalGovernment.
(X)Supervises and manages food safety; Establishes and organizes the implementation of the supervision and inspection system and potential risk identification and governance mechanism covering food production, circulation and consumption, prevents regional and systematic food safety risks; advances the establishment of the mechanism for implementing primary responsibility of food producers and traders, improves the food safety traceability system; organizes the food safety supervision spot check, risk monitoring, inspection and disposal, risk warning, and risk exchange; organizes and implements supervision and management of specialfood.
(XI)Uniformly manages measurement work; implements the legal units of measurement and national measurement system; manages the measuring instruments, and value transfer traceability and comparison; standardizes and supervises the commodity quantity and market measurementbehaviors.
(XII)Uniformly manages standardization work; undertakes the initiation, numbering and release of local standards according to law; coordinates, guides and supervises the formulation of local standards and group standards; organizes and conducts international cooperation in standardization, participates in the formulation and adopts internationalstandards.
(XIII)Uniformly manages certification, accreditation, inspection and testing work; implements the systems and measures for supervision and management of certification, accreditation, inspection and testing; guides the development of certification, accreditation, inspection and testing industry, supervises and manages certification, accreditation, inspection and testing according tolaw.
(XIV)Takes charge of intellectual property work; formulates and organizes the implementation of thecity’s intellectual property development strategy and development program for strengthening the initiative of invigorating the city with intellectual property; protects intellectual property, organizes the implementation of and supervises systems strictly protecting intellectual property, advances the establishment of intellectual property protection system; promotes the utilization of intellectual property.
(XV)Takes charge of operational and use safety supervision and management of drugs (including Chinese medicinal herbs and ethnic drugs, same below), medical apparatus and instruments, and cosmetics; organizes the drafting and supervises the implementation of local regulations, draft regulations and policy programs of the Municipal Government; works with relevant departments to implement the national basic drugsystems.
(XVI)Takes charge of licensing, inspection and punishment of drug retail and medical equipment operation; supervises the implementation of the regulations on the quality of operation (retail) of pharmaceutical products and regulations on the quality of operation of medical equipment, health standards and technical specifications on the operation and use of cosmetics; formulates the inspection system, investigates and handles illegal acts in the operation and use of pharmaceutical products, medical equipment and cosmetics, supervises the implementation of recall and disposal system for defective products, organizes and guides the investigation and handling of illegal acts in other links according toresponsibilities.
(XVII)Takes charge of post-IPO risk management of drugs, medical equipment and cosmetics; organizes the monitoring, evaluation and handling of adverse drug reactions, medical device adverse events and adverse cosmetic reactions; undertakes the safety and emergency management of drugs, medical equipment and cosmetics according tolaw.
(XVIII)Undertakes the technological development and IT application, news publicity, exchange and cooperation in market supervision andmanagement.
(XIX)Accomplishes other tasks assigned by the CPC Municipal Committee and MunicipalGovernment.

2.Further advances streamlining administration and delegating power: accelerates the market-oriented and socialized reform of test agencies; further reduces performance appraisal, reward designation and demonstration project activities, decreases examination and approval matters, greatly reduces production permits for industrial products, and promotes the optimization of businessenvironment.
3. Strictly safeguards the bottom line of safety: strengthens the food safety, drug safety, industrial product quality safety and special equipment safety control in line of the requirements of most stringent standard, regulation, punishment and accountability, improves spot inspection, severely punishes the lawbreaking acts according to law, effectively prevents systematic risks, and ensures that people can buy, use and eat the products withease.
4. Strengthens operational and post-operational oversight: accelerates the abolition of rules and practices hindering market unification and fair competition, strengthens unified anti-monopoly and anti-unfair competition enforcement; strengthens standard-compliant oversight and risk management, comprehensively advances double-random and one-disclosure and Internet+ supervision, accelerates the advancement of supervision information sharing, and establishes a new market supervision system centered on credit supervision through informationdisclosure.
5. Enhances service level. Accelerates the integration of consumer complaint, quality supervision complaint, food and drug complaint, intellectual property complaint, and price complaint hotline; advances convenient access to exit of market players, actively serves the development of new technologies, new industries, new forms and new models, strengthens service to market players via big data, actively serves individual businesses, private enterprises and the public, boosts mass entrepreneurship and innovation; accelerates the construction of intellectual property information public service platform, provides convenient enquiry and consultation services for entrepreneurship and innovation, realizes free information provision or low-cost access, and enhances the intellectual property protection and risk preventionawareness.
1.Division of relevant responsibilities with the Municipal Bureau of Public Security. The Municipal Bureau of Market Regulation and the Municipal Bureau of Public Security are to establish the administrative enforcement and criminal justice linkage mechanism. If violations of the law are found to be criminal, the Municipal Bureau of Market Regulation should promptly transfer the same to the public security authority according to relevant regulations, and the public security authority should investigate the same responsively, and make a decision to file or not file the case according to law. If the public security authority requests the market regulation administration to provide testing, appraisal and verification assistance, the market regulation administration should provide suchassistance.
2.Division of relevant responsibilities with the Municipal Bureau of Agriculture and Rural Affairs. (1) The Municipal Bureau of Agriculture and Rural Affairs is responsible for the quality safety supervision and management of edible agricultural products from planting and breeding before entry into wholesale and retail market or into production processing enterprises. After entry into wholesale and retail market or into production processing enterprises, edible agricultural products are to be supervised and managed by the Municipal Bureau of Market Regulation. (2) The Municipal Bureau of Agriculture and Rural Affairs is responsible for the quality safety supervision and management of prevention and control of animal and plant epidemics,livestock and poultryslaughtering, and fresh milk purchase. (3) The two department should jointly establish the food safe producing area exit and market access and tracing mechanism, strengthens coordination and work cooperation, and forms cooperativeregulation.
3. Division of relevant responsibilities with the Municipal Health Commission. The Municipal Health Commission is responsible for food safety risk evaluation, and works with the Municipal Bureau of Market Regulation and other departments to formulate and implement food safety risk monitoring plan.In the event that a possible safety hazard is identified through food safety risk monitoring or upon receipt of a complaint, theMunicipal Health Commission should immediately organize inspection andfood safety risk evaluation, and promptly notify theMunicipal Bureau of Market Regulation and other departments offood safety risk evaluationresult.The Municipal Bureau of Market Regulation and other departments should immediately adopt measures for food evaluated unsafe. In the case thatfood safety risk evaluation is considered necessary in supervision and management, theMunicipal Bureau of Market Regulation and other departments should immediately put forward suggestions totheMunicipal Health Commission. The Municipal Bureau of Market Regulation andtheMunicipal Health Commission should jointly establish the mutual notification mechanism and joint disposal mechanism for major adverse drug reactions and medical device adverse events.
4. Division of relevant responsibilities with the Municipal Bureau of Commercial Affairs. The Municipal Bureau of Commercial Affairs is to formulate thecity’s development program and policies for drug circulation. The Municipal Bureau of Market Regulation is to work with the execution ofdevelopment program and policies for drug circulation in drug supervision andmanagement.
5. Division of relevant responsibilities with Yichun Municipal Customs. (1) The two departments should establish the mechanism to prevent repeated inspection, fee collection and penalty of various import and export goods, import and export food, drugs and cosmetics to reduce the burden of enterprises. (2) Yichun Municipal Customs is to take charge of safety supervision and management of import food and drugs. The import food and drugs should conform toChina’s national standards for food and drug safety. In the event that the overseas food and drug safety incidents may have an impact on the city or serious safety problems are found in imported food or drugs,Yichun Municipal Customs should promptly take risk warning or control measures, and notify the Municipal Bureau of Market Regulation which should take corresponding measures in a timely manner. (3) The two departments should jointly establish the imported product defect information notification and cooperation mechanism. In the event that imported products are found non-conforming or considered to have security risks in port inspection and regulation, Yichun Municipal Customsshould dispose off, return or destroy such products, and notify the Municipal Bureau of Market Regulation. The Municipal Bureau of Market Regulation is responsible for unified management on thecity’s defective product recall. If the imported products are found defective through consumer complaints, incident investigations and injury monitoring, recall measures will be implemented according to law. In case of refusal to fulfill the obligation of recall, the Municipal Bureau of Market Regulation should notify Yichun Municipal Customs which should adopt corresponding measures according tolaw.
