(I)Implements the the national and provincial laws, regulations and policies in transportation, and formulates relevant specific policies; draws up and organizes the implementation of highway and waterway industry development program as per thecity’s economic and social development program; guides the system reform in the highway and waterway industry.
(II)Undertakes the planning and coordination of highway and waterway transportation system; organizes the preparation of highway and waterway transportation system program within thecity’s overall planning framework for economic and social development, guides the highway and waterway transportation hubmanagement.
(III)Applies for thecity’s projects and releases plans of county and village highway (including bridge) and waterway infrastructure construction, takes charge of survey, design and construction guidance, engineering quality supervision and acceptance inspection, and provides opinions on fiscal specialized fund arrangements; takes charge of maintenance of county and village highways and road administration management in the city, and protects the road property andright.
(IV)Shoulders the responsibility of road and waterway transportation market regulation, supervises the implementation of policies, access systems, technical standards and operation specifications for road and waterway transportation; undertakes the planning and management of urban public transportation and urban passenger transport facilities; guides the industry management of the highway passenger transport, cargo (including dangerous cargo) transportation, taxi and car maintenance, commercial vehicle comprehensive performance testing, handling, driver training market and waterway transportationmarket.
(V)Shoulders the responsibility of highway and waterway construction market regulation, supervises the implementation of policies, regulations and technical standards for highway and waterway engineering construction; organizes and coordinates the construction of key highway and waterway projects, engineering quality and safe production supervision and management; guides the management and maintenance of transportation infrastructure, undertakes the management and maintenance of key facilities; takes charge of port planning and shoreline utilization management asspecified.
(VI)Takes charge of safe production supervision and management and emergency management of ferry and highway transportation enterprises, waterway transportation enterprises, urban public transportation enterprises, urban passenger transport enterprises, and transportation engineering construction; organizes and coordinates the transportation of key materials and emergency transportation of passengers and goods as stipulated; provides national defense transportation mobilization support.
(VII)Guides the development of socialist culture and ethics of transportation industry and cadre and staff team building; organizes the formulation and supervises the implementation of science and technology and education policies in the highway and waterway industry, organizes and coordinates the research on relevant key science and technology projects.
(VIII)Carriesout relevant statisticalwork, and releases relevant information; guides the environmental protection, energy conservation and emission reduction, and information technology development of transportationindustry.
(IX) Handles other matters assigned by the CPC Municipal Committee and MunicipalGovernment.
(X) Performs the administrative functions of the Municipal HighwayBureau.
