(I)Implements the national and provincial principles, polices, laws and regulations on informatization; studies and formulates thecity’s informatization, big data and digital economic development strategy, formulates thecity’s medium- and long-term program and annual plan for informatization, big data and digital economic development, and organizes the implementation, supervision and assessment of the same;studies and formulates the relevant systems and administrative measures for informatization, big data and digital economy work, draws up and organizes the implementation of technical specifications and standards; guides and assesses the application of IT of counties, county-level cities and districts and municipal directly controlled units; coordinates the resolving of major problems ininformatization.

　　(II)Takes charge of thecity’s New Intelligent City planning, implementation and assessment; studies and formulates the planning policies, standards and specifications for the development of New Intelligent City, designates the annual work tasks for the construction of New Intelligent City, and conducts performance evaluation and safety risk assessment on the construction of New IntelligentCity.

　　(III)Undertakes the planning, management, review and supervision of municipal informatization, big data and Intelligent City projects; studies and formulates the annual utilization plan of municipal special funds in informatization, big data and Intelligent City and organizes its implementation, and guides the establishment and management of big datafunds.

　　(IV)Takes charge of thecity’s data resources, plans the collection and arrangement, processing management, sharing and opening, development and utilization of data resources, promotes the government use, civil use and commercial use of big data; advances the gathering, integration and interconnection of social data; plans the advancement of big data safety system development and securityassurance.

　　(V)Plans the advancement of digital economic development, establishes a modern IT and industry ecosystem, boosts the development of core, associated and derivative businesses of big data; studies and formulates thecity’s data resource strategy, program, policies and measures; works with relevant departments to plan and arrange the utilization of thecity’s big data industry development funds; coordinates the resolving of major problems in industrial development and puts forward countermeasures and suggestions; coordinates in the guidance of industrial technology innovation and technological progress, boosts the commercialization of scientific research achievements, and coordinates the advancement of big data industry-college-institute-usercooperation.

　　(VI)Takes charge of the industrial management of information technology led by big data, guides the work of industry associations, societies and alliances in informatization, big data and IntelligentCity.

　　(VII)Takes charge of external exchange and cooperation in informatization, big data and Intelligent City, organizes and guides the participation of informatization, big data and Intelligent City enterprises in domestic and international major exchange and cooperation events, conducts regional cooperation and international operation; undertakes exhibitions ininformatization, big data and IntelligentCity.

　　(VIII)Plans thecity’s information infrastructure planning, construction, management and supervision; plans the advancement of the planning and construction of cloud data center, and intensive utilization of government information system; works with relevant departments to coordinate the advancement of planning and construction of information infrastructures like public communication network, broadcasting and TV network, computer network andIoT.

　　(IX)Takes charge of talent team building and think tank construction and management in informatization, big data, digital economy and Intelligent City; formulates and organizes the implementation of talent development program for informatization, big data, digital economy and Intelligent City; coordinates thecity’s talent education and training in informatization, big data and IntelligentCity.

　　(X)Undertakes the construction management and service assurance of the MunicipalGovernment’s portal website platform; works with relevant departments to guide the website construction of counties, county-level cities and districts and municipal directly controlleddepartments.

　　(XI) Accomplishes other tasks assigned by the CPC Municipal Committee and MunicipalGovernment.
