CAI Qingping Attended the Conference and Delivered aSpeech

　　On August 30, Yichun Video Conference on Teenager and Child Drowning Prevention and School Security Work was held in the city. CAI Qingping, member of the Standing Committee of the CPC Municipal Committee and executive deputy mayor of Yichun, attended the conference and delivered a speech. Deputy Mayor HU Jiangping chaired theconference.

　　As pointed out in the conference, Yichun is still faced with a grim situation and prominent problems in drowning prevention. Therefore, departments at all levels shall enhance their political awareness, and always attach great importance to school safety, drowning prevention in particular. Preventive measures shall be taken thoroughly, and safety measures implemented at work to curb the high incidence of drowningincidents.

　　As emphasized in the conference, departments at all levels shall reflect and learn a lesson from the incidents, enhance their sense of responsibility from the awe to life, increase the sense of urgency from the grim situation, identify and resolve the problems. Extra attention should be paid to safety education to truly enhance the safety awareness. Inferences about other cases should be drawn from one instance; latent safety hazards should be identified quickly, rectification made rigorously, and loopholes eliminated. Joint prevention and control should be conducted; a secure safety assurance network should be established; responsibilities of departments at all levels should be further clarified and emphasized, and preventive measures further strengthened and taken; active efforts should be made to establish a mechanism featuring government leadership, Inter-departmental cooperation, village prioritizing, social involvement, respective duty fulfilling, and joint prevention andcontrol.
